SEEKING APPLICATIONS FROM COMMERCIAL AND INDUSTRIAL ENTITIES FOR PILOT EMPLOYER/EMPLOYEE ENERGY EFFICENCY PROGRAM
The WJCF- Clinton Climate Initiative (CCI) is seeking applications from commercial or industrial businesses located in Arkansas Congressional Districts 1, 3, or 4 for the Home Energy Affordability Loan (HEAL) , an energy efficiency pilot program that will help employers and their employees reduce their energy costs. CCI is administering the program on behalf of the Arkansas Energy Office, a division of the Arkansas Economic Development Commission (AEDC). Funds for the program are provided by the U.S. Department of Energy as part of the American Recovery and Reinvestment Act (ARRA).
CCI’s HEAL pilot will provide a commercial energy analysis and leverage a zero-interest revolving loan fund to finance commercial/industrial energy efficiency improvements. Each participating business then establishes a loan fund that employees can access to finance similar improvements on their homes. Energy savings are used to repay the loans and provide long-term savings on utility bills.
Applicant organizations must meet the following minimum criteria:
- Individual commercial or industrial business located in Arkansas Congressional Districts 1, 3, or 4
- Facility employs 150 or more employees
- Minimum of 100 employees with low to moderate household incomes (based on 200% of Federal Poverty Level)
- D&B Commercial Credit Score of 375 or more
- Potential energy savings through Energy Efficient Measures exceeding $50,000 per year
- National Environmental Policy Act (NEPA) Compliant Facility
- Commitment of Human Resources Personnel to the Project
Eligible commercial or industrial businesses in Congressional Districts 1, 3, or 4 should submit two (2) copies of the completed Candidate Application Packet before 2pm CDT on April 14, 2010 to HEAL-AR Applications, 610 President Clinton Ave, Little Rock, AR 72201.
